Appendix 1

The consultation process and revision of draft equality scheme

a The availability of the draft scheme was published in the local press. This was co-ordinated with trusts, agencies and the board in our area. (appendix 2)
b The draft scheme was sent to all organisations listed in appendix 10. Twenty-seven responses were received and the summary of comments are listed in appendix 3.
c An invitation to attend a seminar to discuss the draft scheme was sent to all known community and voluntary groups. This was assisted by the Community Development and Health Network organisation and was jointly organised with the other three councils. This was attended by the 39 individuals listed in appendix 4. Oral comments were accepted from these individuals as their response to the consultation. The comments are listed in Appendix 5.
d No requests were received to supply the draft scheme in alternative formats.
e Where these were applicable, suggestions for improvement of the scheme have now been included in the revised document prior to being submitted to the Equality Commission.

Association of Chief Officers of Voluntary Organisations (NI)

  • commended efforts

Age Sector Reference Group

  • ensure training includes attitudinal elements of legislation, for example, ageism
  • commitment to consult when screening policies not explicit
  • queries if paragraph 12 is process or methodology
  • timetable for screening procedure
  • disparity in funding between four Councils
  • consider establishing a focus group with 9 groups for consultation
  • allocation of resources not included

British Association of Social Workers

  • look forward to annual report and process of screening

  • crucial to develop baselines and indicators to enable monitoring to be effective
  • make more effort to be seen as independent and on the side of the public rather than part of the system

  • factors enshrined in equality legislation may not be applied to "homeless"

Transport and General Workers Union
